项目摘要

本研究はスコットランドにおいて教職に就いた後の教師の生涯の学びを推進・支援することを意図した、専門職登録更新制度(professional update)についてその有効性を明らかにすることを目的としている。スコットランドでは教師資格の取得後、専門職団体であるスコットランド総合教職評議会(General Teaching Council for Scotland、GTCS)に登録申請し、これが受理されなければ教職に就けない。この登録は各教師の継続的な学びの記録を基礎に5年毎に更新されることになっており、これが登録更新制度である。これまで制度そのものについては、関係文献を収集し、推進主体であるGTCS、スコットランド教育庁(Education Scotland)等の関係職から入手した各種文書を中心に究明してきた。本研究はこの制度が具体的にどう作動しているかを現地で確認しその有効性を判断しようとしている。ただ現地での調査を行うために関係機関、及び関係職に連絡を取ったものの、コロナ禍の影響がなお続き、十分な協力を得られない状況が続いた。そのために関係機関と交流しつつ、さらに文書や情報の入手を続け、特に登録更新制度の重要な柱の一つである、教師各自の自己評価、またGTCSの運用のための専門職基準について、また専門職団体であるGTCSの淵源についての研究を進めた。教師の専門職基準は1990年代に入り策定が進められたが、2012年にはGTCSが主体になってこれを策定した。これはその後の教育改革の進展を踏まえ、登録更新をさらに実質化するために2021年に全面的に改訂された。本年度はこの専門職基準のうち、特に校長及び管理職のための専門職基準、およびGTCSの設置に繋がるスコットランド教育協会(Educational Institute of Scotland)についての研究を進めた。

This study aims to promote the career development of teachers after teaching, and to provide support for professional updating. After obtaining a teaching qualification, the General Teaching Council for Scotland (GTCS) registers an application for admission to the teaching body. This registration is based on the 5-year registration system for teachers. This system is based on the collection of related documents, the promotion of the main body of GTCS, Education and other related functions, and the study of various documents. This study aims to confirm the existence of the system from the concrete action to the local judgment. The investigation was conducted in the field, and the relationship between the organization and the position was obtained. The relationship between the organization and the communication, the beginning of the document information, the important pillar of the special registration update system, the teacher's own evaluation, the application of GTCS, the basis of the GTCS, the origin of the GTCS research. The teacher's position benchmark was set in the 1990s and in 2012. The progress of education reform in the future will be updated and updated in 2021. This year, the Institute of Education of Scotland conducted research on the establishment of the GTCS.
