非英語圏におけるトランスナショナル高等教育の展開について、第二フェーズ（自立採算可能なレベルの運営の構想）の動向について、非英語圏大学の海外大学分校の設立・展開を中心に研究を行ってきた。最終年度は具体的には日本の立命館大学の中国分校、千葉大学のタイ分校、中東諸国の大学のアフリカ分校などの情報を収集して、国内での研究打ち合わせ会議を行ってきた。本年度は実際の海外分校のプログラムの状況や実施担当者へのインタビューを行う計画があったが、この点についてはコロナ禍の影響により、海外渡航が制約される状況で、現地調査は実施できていない。また多くの国で実際の学生の流動に加えて、教員や運営者の流動も制限されているため、トランスナショナル高等教育の世界動向も縮小の傾向にあり、その克服の方策の一つがまさにこの研究のテーマでもある「対面型遠隔教育」の展開としてのトランスナショナル高等教育であるので、研究意義の生ずる局面でもあるので、各国、各校の最新の情報を収集するように努めているが、現状どうしても電子文献の検索が中心となり、多面的なリソースの活用という段階にはいたっていない。本年度後半からようやく海外調査が可能な状況になってきたが、別の本年度終了の科研（18年度～22年度）の科研費の執行を優先させたため、本科研の旅費の執行はできなかった、そのほか、今年度は本研究の連携研究者や、これまでの共同研究で協力を得てきた研究分担者との打ち合わせ会議をオンラインによって行った。
