働き方改革が進まない原因２点、①学校現場には勤務実態の把握（測定法）と課題分析・解決の「方法論」がないこと② 地域など外部からの「支援」が不十分で働き方改革の力となっていないことを研究の「問い」と設定し、３つの方策を考え実践的研究を開始した。方策１: 学校現場の勤務実態を測定し、結果の共有と課題分析をするサポート「データ支援ツール」 方策２: 明らかになった課題解決のためにICTを活用して支援をするサポート 「ⅠCＴ支援ツール」 方策３: 明らかになった課題解決のために地域の協力を力に支援するサポート「地域協力ツール」。＜2021の研究の成果の具体的内容＞2021は、本研究の基礎データとなる上記方策１を実施し、本県教員の勤務実態の況把のためPISA調査項目を参考に作成した県 内独自の教員実態WEB調査（県内全市町承諾済）を使用し、教員の実態や働きがいを数値化して追跡調査を行った。この調査は愛媛県教育委員会「業務改善運営委員会」の教員実態WEB調査、県内最大市松山市「働き方改革研究」との情報を共有している。現在、2020，2021に行った教員実態WEB調査の結果から全学校を「ワーク・エンゲイジメント（働きがい）」「教職員・児童生徒・保護者間の信頼関係」の視点で学校を４類型に分類し、各学校群で、本研究での支援を行う介入校と非介入校の抽出を行い、各学校の抱える課題が明らかになりつつある。＜2022の研究成果の具体的内容＞2022は前年度までの教員実態WEB調査結果に新たに行った2022データを加えて分析を行った。分析結果より課題や成果が明らかになった１２校を抽出し、聞き取りの追跡調査を終了した。これまでにまとまった研究の経過、成果を各学校に還元するとともに、日本学校改善学会において2023.1にその内容を発表した。
