项目摘要

令和4年度は、前年度に引き続き、国立大学の第3期の中期計画の現状と課題の把握を行った。具体的には、前年度に実施したロジックモデルを基とする国立大学の第3期の中期計画の形式面に関する分析と、第3期4年目終了時の国立大学法人評価の結果の比較研究を行った。その結果、高い評価結果を得た国立大学の中期計画は，そうでない国立大学の中期計画と比較して，項目数が少ないこと、文字数が多いこと、ロジックモデルに沿った構成であること、という傾向を明らかにした。これらの要素は、中期計画の効果である「構成員の共通認識の形成」に資する方向にあり、その結果、業績の向上につながったと推察される。国立大学としては、今後の中期計画の立案の際は、項目数の削減、文字数の増加、ロジックモデルを踏まえた記載を図ることが望ましいと思われる。また、国立大学の中期計画について、第3期と第4期の中期計画の比較研究を行った。その結果、第4期の中期計画は、項目数の減少の一方で、文字数の増加という「構成員の共通認識の形成」に資する方向の一方で、「中期目標大綱」の提示などにより中期計画の外部志向的な傾向が強まったこと、評価指標には依然アウトカムの記載が少ないという「構成員の共通認識の形成」に向かわない方向も明らかとなった。この相反する状況に対応するためには、中期計画の進捗管理の際に関係者を積極的に巻き込む取組が考えられる。これらの研究の成果については、取りまとめの上で、関係する学会、研究会等において公表し、関係者との意見交換を通じて、ブラッシュアップを図った。さらに、我が国の全国公私立大学を対象として、中期計画の現状と課題を把握するためのアンケート調査の設計を行った。今後、令和5年度前半にアンケート調査を実施し、年度中にその成果を取りまとめ、公表する予定である。
