セルフビルド住宅は世界の先進国でも類似の政策がある。さらに近年、都市縮退、グローバル化、難民の増加、都市貧困層の拡大、公助の限界等により新たなニーズが高まっており政策的議論が問われている。自助住宅は都市・住宅政策のオルタナティヴの政策として、その転換を考察することは、現代の公共政策の本質やあり方を明らかにする「映し鏡」となるのではないかと考える。グループセルフビルド住宅、セルフビルドコミュニティ住宅、またはコレクティブセルフビルド住宅などの名称で呼ばれるものである。アメリカでは相互自助住宅プログラムがある。イギリスでは、「2015年セルフビルドおよびカスタム住宅建設法（Self-build and Custom Housebuilding Act 2015）」が成立した。さらに2016年住宅計画法では、ニーズを満たすための十分な「サービスプロット」（提供まで3年）の提供、「開発許可」を付与する条件の制定、地方自治体の義務を定めている。日本ではまだこのような法制度はないが、移住定住促進住宅として、地方自治体によっては、セルフビルド、ハーフビルドの住宅助成制度を用意する場合がある。たとえば茨城県常陸太田市は永住を希望し、かつ定住促進住宅用地に自己の住宅を建築しようとする者で次のいずれにも該当する方へ市有地を無償譲渡し、転入促進助成金として100万円を出している。これらを使って受け入れ側と移住者が新たなコミュニティ住宅を建設することに道を開いている場合がある。これらの動向はコロナ禍により、地方移住、ワーケーションなどの流れと相互に関連しているケースもある。これらの新しいオルタナティブ住宅を求める動きについて、その実践コミュニティ、支援制度、ビルダー、住宅支援団体等の関係について事例を収集し考察した。
