项目摘要

我が国は史上初の人口減少社会を迎える。地方都市では少子高齢化が進行し、墓地需要の変化が見込まれる。また、墓地に関する意識変化により樹林墓地等の新しい墓地形式の需要増が見込まれる。さらに、墓地返還、散骨により墓地需要特性が変化する傾向も予想できる。我が国における近年の墓地需要に関する研究は、大都市において公営墓地の需給逼迫が顕在化した1990年代（約30年前）に進められた。以降の研究は、新しい墓地形式（樹林墓地等）に関する研究が進められたものの、墓地需要特性に関する学術研究はほぼみられない。本研究は、上記の社会情勢変化により、墓地需要は増加するのか・減少する可能性があるのか、需要の質（墓地形式等）は変化するのか、需要変化により土地利用、都市施設の検討に影響を及ぼすのかを問いとしている。研究目的は、地方都市を対象とし、1)自治体情報・現地調査による現在の墓地需要・供給の把握、2)墓地取得意向分析による人口減少社会における墓地需要特性の把握、3)墓地需要に関する今後の市民意向の分析、である。対象地域は、市営霊園の空き区画・用地がほぼ存在しない群馬県前橋市とする。前橋市を対象とすることにより、人口同規模の地方都市の墓地政策に知見を提供することを意図する。近年、空き家問題が都市問題として認識されているように、着目されてこなかった墓地需給からみた土地利用、都市施設（公園・緑地、墓園）計画に関する課題を得ることとする。

For the first time in history, our country is underpopulated. Local cities are undergoing high growth, and cemetery needs are changing. The need for new cemetery forms, such as forest cemeteries, has increased. The cemetery needs to change its characteristics, and the cemetery needs to change its characteristics. The objectives of this study are: 1) Local government information, field survey, current cemetery needs, supply assurance, 2) Cemetery acquisition intention analysis, recognition of cemetery needs characteristics in an underpopulated society, 3) Cemetery needs, future citizen intention analysis, etc. The target area is the city, the park, the empty area, the land, the existing area, the former bridge town and the city. The former Bridgetown city cemetery policy has the same population as the city cemetery policy.
