项目摘要

令和４年度の研究実績は、質的調整のうちコロナ禍による影響が大きかった第一領域（販路変更、販路開拓による調整）を令和５年度に実施することとし、第二領域（福祉チャネルの創造）に重点を置いて調査と理論化を進めた。特に令和2年度に実施した第二領域にかかわる国内アンケートの分析を進め、一定の知見を得たものの、最終的な結論に至るまではもうしばらく時間がかかる見通しである。次に、ニュージーランドのフードバンクKIWI HarvestとThe Save Trustでは参与観察を行い、特に宗教（協会）と地域社会の違い、移民やマオリ等先住民族との格差の質的相違など、日本では取り上げられることの少ない課題について、質的調整の背後にある本質的なソーシャルキャピタル等の基盤の相違を体感したことは、何にも代えがたい研究上の知的経験となった。マレーシアのフードバンクの調査においては、政府（Ministry of Domestic Trade and Cost of Living）へのアポイントに成功し、「国立」フードバンクの実態も調査することができた。国による設立は、コロナとは直接関係なかったようだが、結果的にコロナ禍において非常に重要な役割を果たしたことを確認できた。本研究において平時と有事の区分をすべきだが、今後の課題として需要な示唆を得た。その他のマレーシアフードバンクには、医療施設や薬の処方などを行うユニークな団体もみられ、ニュージーランド同様に、ムスリムやオラン・アスリ等先住民族との格差問題など大変有意義な知見が得られた。また、第一領域としてオーストラリアで過剰食品を格安で売る、いわゆる「食品ロスショップ」が大盛況である現場を垣間見た。現地の顧客にもヒアリングし、日本以上に物価高が深刻なオーストラリアの取り組みは有効であるように感じた。今後の検証に繋げたい。
