本研究は、世界/日本農業遺産等の国内認定地域を対象に、持続的な地域農業マネジメントシステムの形成要因の解明を行い、農業経営と「農業遺産」保全が両立した地域農業のあり方を提示することを目的としている。本年度は、世界農業遺産および世界かんがい施設遺産に関する現地調査として、稲作を主体とした農業遺産である宮城県大崎市、国内において最初に認定された世界かんがい施設遺産のひとつである青森県稲生川流域にて、関係部署、団体などへの調査を行った。これらの調査から、制度への登録を契機とした地域活動の開始・促進が確認され、地域内での認識の涵養がみられた。とくに大崎市においては、地域教育への活動促進や、体験修学旅行など児童・生徒の受け入れを行う際に、「農業遺産」を指導の核とした取り組みにおいて成果をあげていた。一方で、登録地域内での取組状況や各遺産の活用状況について、遺産に対する認識の相違による差異があった。また、農林水産省の世界農業遺産の担当部署への調査からは、制度推進を開始して5年以上経過した地域などにおける成果や、今後の政策推進などについての見解が得られた。上記の調査の成果として、登録地域および今後登録を希望する地域双方において、遺産の維持・保全を今後も継続的に行ってゆくための政策および実践の推進が必要であることが分かった。とくに技術進歩による農法の変化と、農業遺産の価値をどのように維持するか、バランスを取るのかという課題への対応は重要である。次年度以降において、各地域での政策および実践に関しての分析を行うとともに、更なる現地調査の実施を進めたい。
