项目摘要

現代社会に横たわる様々な社会問題の解決を図るために、フランスのスポーツ法制・政策の知見を獲得することが、本研究の目的である。そのため2022年度は、昨年度コロナ禍の影響により実施できなかったフランスへの出張を行うことを中心に、上記目的の達成を図った。具体的には、リモージュ大学の期間であるフランススポーツ法・経済研究所を訪問した。また、パリに所在する「Agence pour l'education par le sport」（APELS)にも訪問した。それらのことを通じて、同国におけるスポーツを通じた社会問題の解決に関する法整備や政策立案等に関する調査、および現地研究者・担当者との意見交換を行った。例えばパリにおいては、スポーツを通じて人々が社会に溶け込めるよう支援するAPELSの担当者との面会によって、特に若年層の社会への参入を促すための政策の一つである市民サービス（service civique）について、スポーツ領域に即した活用に関する説明を受けるとともに、関連する資料(例えば、Fiche d'informations Service Civique）の提供を受けた。加えてフランスLimogesに所在する「Limoges etudients club」での市民サービスの実例に関して、担当者と意見交換を行った。他方、「スポーツ市民プログラム」やそれに伴う実行方策の一つである「スポーツ市民プラン」（Le plan Citoyens du sport）についての理解を深めた。
