本研究では、水銀に関する水俣条約とストックホルム条約の相互の交渉への影響や制度形成時の連関を分析するために行われている。初年度では、研究担当者は、当初の研究計画通りに水銀に関する水俣条約と有害化学物質に関するストックホルム条約のイベントヒストリーを作成した。今年度はコロナ禍により本学対策委員会から海外出張許可が降りなかった。また、条約事務局や政府関係者からも参加枠が制限されているとの話を受けた。そのため、関係各所に相談後、条約事務局からの許可を得て、水銀に関する水俣条約の締約国会議をオンラインにて傍聴した。同様に、関連する条約事務局主催の複数のセミナーにもオンラインで参加した。研究手法の検討や最新の国内での研究動向の把握を兼ねて、国内での定量手法を用いた別の研究成果を報告している学会へ参加し、報告者と議論した。また、政府関係者で条約交渉を担当している行政官にSAICMを含めた有害化学物質の国際交渉に関する最新動向のブリーフィングを受けた。
