项目摘要

令和3年度までに、精神保健福祉法の通報等に対する診察要否診断、支援方針決定、計画支援要否判断に関連する要因の分析を行った。また、「個別票」に替わって新たに導入された「被通報者支援台帳」の運用および通報等対応・退院後支援の実務を観察し、それを踏まえて通報等事例データベース構築に必要な情報と考慮事項を整理した。令和4年度は、これらの成果に基づいて、被通報者の転帰に関連する要因の分析と、被通報者支援台帳項目の妥当性検証を行う計画であったが、後述するとおり、関連する他の作業を優先することとなったため、進捗が遅れている。代わりに、被通報者支援台帳の構成項目について、値の形式、繰り返しの有無、固定/可変の別、空白許容の可否、入力可能な値が他の項目の値に依存して受ける制限の有無などのプロパティを整理した。また、被通報者への対応および支援を行う行政職員の所属部署は複数にわたり、被通報者の基本情報を取得する職員、台帳に記録する支援を提供する職員は多数いるため、情報の取得または発生から被通報者支援台帳への入力までには時差が生じることがあるが、その可能性と程度を項目別に評価した。さらに、同一の被通報者が複数回にわたって通報等の対象となる場合、各回の通報では過去の通報への対応の経緯も考慮して対応を行うこととなり、同一人物であっても事例としては異なる部分が生じる。その変化する部分が関係する項目も、通報等事例データベース設計時の考慮事項として整理した。これらはデータベースのフォーマットを作成する上で重要な情報となるため、今後の進捗を速める効果があると考えられる。
