项目摘要

ローカルルールの相互補完の実例のヒアリング調査を実施した。愛知県の離島・篠島は中部太平洋沿岸有数の漁業生産拠点であり、魚種は年間を通じて入れ替わりながら利用される。そのため漁具・漁法と漁場、操業形態の組み合わせの切り替えは通年行われる。同島周辺海域では複数県（愛知・三重）の漁業者が資源を利用している。生産の現場は、経済面で独立性が強い者同士による同一資源の競争的利用という、コモンズの悲劇が起きやすい環境下にある。そこで同海域では資源をめぐる紛争回避のために、歴代の資源管理ルールは特に綿密に運用され、また海の環境変化に合わせてルール改訂を継続しているものと考えた。ルールの見直し（越境や相互補完）は本研究課題の問いに当たる。篠島での聴き取りで得た主な情報は下記の通り。海洋環境の変化のルールへの反映はいまだ積極的に進めていない。水温や塩分など海洋環境情報の解釈にあたっては地域漁業の経験則や慣習のほうが優位であり、ルール作りや改訂に合意形成が得にくいことが理由のひとつに挙げられる。資源管理の長期的な効果より短期的利益追求が主体になり、漁業者が長期的視点を重視するルール改定には積極性を欠くといった事情もある。特に近年は春季のイカナゴ漁業が不振で、地域ルールを変える根拠も弱い。ルール遵守における相互監視と罰則については、過去3年間で違反は発生しておらず、相互監視も自然体で行われている。資源が低水準のため、違反が起きるほどの競争的な操業が行われないという実態が読み取れる。
