项目摘要

新型コロナウイルスの感染拡大の鈍化をうけ、応募時の研究計画、年次計画の大幅な見直しと修正を行った。応募時の年次計画では、［個別研究A］（平時における軍部、日本赤十字社、大学での戦時国際法教育）について、赤十字国際委員会ジュネーヴ本部アーカイヴ（ICRCアーカイヴ）での資料調査を想定していた。しかし、日本赤十字社本社での資料調査を進めるなかで、ICRCアーカイヴ所蔵資料の写しが日本赤十字社に所蔵されていること、新型コロナウイルスの感染拡大を一つの契機として、日本赤十字社が関連資料のデジタル化に着手していることが判明した。そのため、年次計画で予定していた海外調査のうち、ジュネーヴでの調査を中止とした。本研究課題では、このほかドイツでの資料調査を実施予定だが、2022年4月に研究代表者は所属研究機関を異動し、「その他の活動（教育）」のエフォートの増加をうけ、2022年度夏季、冬季に渡航と調査に必要な時間を十分に確保できず、実施できなかった。海外調査を実施できない代わりに、［個別研究A］、［個別研究B］（戦時における戦地での戦時国際法教育成果の実践）に必要な国内での調査、とりわけ博愛社／日本赤十字社関連資料を所蔵する日本赤十字社、日本赤十字豊田看護大学での資料調査を重点的に行った。このほか、すでに収集を終えている資料の整理、分析を進めたほか、関連するアーカイヴ、研究者との連携にむけて準備を進めた。資料の収集、整理、分析に重点を置いたため、当該研究課題に直接関連する研究成果の発表を控えた。一方で、広報文化外交、「日本イメージ」の発信に関連し、当該研究課題と深く関連する自著『アレクサンダー・フォン・シーボルトと明治日本の広報外交』（思文閣出版、2023年）を出版した。自著の出版は、当該研究の遂行のみならず、広報外交研究の発展に大いに資するものである。
