项目摘要

本研究は、東ティモール、アチェ、リベリアの多国間比較分析を行い、元兵士を含む内戦の影響を受けた若者が暴力行為に加担するまでの因果メカニズムを、インタビューとサーベイ調査により新たなデータを抽出し、体系的に明らかにすることを目指す。元兵士間の構造関係の維持、社会経済状況への不満、選挙や犯罪組織の存在の３つの要因を取り上げ、元兵士を取り巻く紛争中と紛争後、世代間のダイナミクスを射程に含める。議論の一般的妥当性の確保を目指し、安全保障、開発等複合的な視点による再統合施策への示唆を得ることが可能となる。国内紛争後の平和の配当施策の一である元兵士の社会再統合は、社会上の期待に反する帰結として、元兵士が通常の生活を営めず一般犯罪等の暴力に加担することが観察されてきた。先行研究は、その過程に課題があるとして各国の事例や一般兵士を分析対象としてきたが、紛争後の経過年数を踏まえ、社会再統合の中長期的な帰結を分析する時期にある。各国で懸念されているのは、内戦の影響を受けた若年層・青年層が暴力に加担している点である。彼らの中には、元兵士の家族への優遇、就職に苦戦するといった不満があるといわれる。中長期的にみると、元兵士が家族・子供を含めて世代間の貧困の連鎖に陥いるほか、子供兵の一部がストリートチルドレンと化すケースも観察される。2022年度は、リベリアにおいて現地調査・サーベイ調査の一部を実施した。東ティモールの分析に関し学会報告をしたうえで論文を公刊した。また、リベリアの分析につき論文を作成、投稿した。
