本研究の目的は、1990年代以降の公務員制度改革により日本の官僚人事の実態がどのように変化したのか、という学術的問いを設定し、制度改革が官僚人事の運用にもたらした効果を検証することである。すなわち本研究では、官僚人事の変化に関する記述的推論を行い、かつ制度改革が官僚人事に与えた影響についての因果推論を行う。検証にあたっては、中央省庁の人事情報を基にしたデータセットを構築し、当該データセットを用いた実証分析を目指す。また、本研究では、公務員制度改革をめぐる政治過程についての事例研究も行う。過程追跡の手法を用いて、1990年代後半から2010年代までの間に公務員制度改革をめぐり、政治家や官僚といった各アクターがいかなる選好にもとづきながら、どのように行動したのか、その帰結としてどのような改革がなされたのかについても観察、分析する。以上のような研究目的にもとづき、本年度は、官僚のキャリアパスと技能形成の関係を検討する観点から、文献調査や中央省庁の人事管理に関するインタビュー調査を複数回実施した。また、昨年度に続いて、分析で用いるデータセット作成に必要な人事情報が掲載された名鑑等の資料を収集すると同時に当該資料を基にデータの入力作業を進め、統計分析用のデータセットを一部完成させた。加えて本年度は、財務省と文部科学省についての調査、分析を集中的に行い、特に文部科学省の人事に関する研究成果の一部を、日本高等教育学会の公開研究会において報告した。さらに、独立行政法人の組織と人事、また中央省庁と独立行政法人の人事交流等についても調査し、独立行政法人の組織研究に関しては、共著書『検証 独立行政法人 ―「もう一つの官僚制」を解剖する』（勁草書房、2022年7月）所収の「独立行政法人の効率性」としてまとめ、公刊した。
