项目摘要

研究最終年度にあたる平成19年度は、1・2年度において時系列的に進めてきた調査を深めつつ、研究成果としての取り纏めを行った。 18年1月に、従来の研究成果のうち政党内閣期の創始までを学術書として刊行した際に寄せられたのは、当該研究の視点に基づいて政党内閣期を分析した場合、いかなる知見が得られるかということへの期待に対しての包括的な解答を求めて、当該時期に研究領域を広げた。具体的には護憲三派内閣による制度的確定の後も、二大政党は各々が描く統治構造モデルに従い、さらなる政党・官僚関係の深化を進めていたことを明らかにし、19年10月の日本政治学会において「政治指導の制度化」と題して報告を行った。現在、当該成果を論文とする作業を進めている。今日の二大政党の存在との比較も有益な成果を生みつつある。本研究のこれまでの成果によって、従来は類似した政権獲得のためのツールと捉えられていた昭和戦前期の二大政党対立が、実際には統治構造設計から個々の政策にいたるまで多くの差異を有していたことを明らかにすることができた。爾後、この研究成果を踏まえて、さらに、立憲政友会・民政党、そして第三党(政友本党など)の政策決定過程分析を進め、政党と官僚の人的・質的関係、政策形成過程における両者間の構造の解明に取り組んでいきたい。
