各基礎自治体に所在する市民社会組織は、リコールの過程にどのような影響を与えるのであろうか。ペルーの事例を用いた既存の実証研究の多くは、選挙日程操作手段としてのリコールに注目する傾向があり、他方、日本の事例に注目した研究群はいくつかの例外を除いて記述的なものがほとんどである。そのため、リコールの過程における署名活動を実施する市民社会組織の役割はブラックボックスのままである。そこで、比較的解職成立件数の多いペルーと日本におけるリコールの事例を比較分析し、各基礎自治体に所在する市民社会組織の特徴がリコールの過程に与える影響を明らかにする。当初の予定を変更し、2022年度は主に『地方自治月報』に基づき日本のリコールデータの収集を行い、また、2022年7月11日～8月10日に市長解職請求署名活動が不調に終わったつくば市の事例について、識者の意見も伺いつつ検討を行った。さらに、前年度に学会報告を行ったコロナ禍における市民の緊急事態宣言の受容のバリエーションについても研究を進め、都道府県知事の外出自粛要請に反して外出する行為に対する行政罰の存在が（仮に比較的軽い罰則であったとしても）市民の行動変容を促すことを示した共著論文を『季刊行政管理研究』No.178で発表した。今後は、解職請求事由やその実効性、および各地の地方政治のコンテクストなども考慮しつつ、日本とペルーの比較分析を行っていくことが課題となる。
