项目摘要

本研究の目的は、北朝鮮の核兵器高度化に伴う米朝間の抑止関係の変化及びその北東アジアの安全保障への影響について核抑止論に依拠し検証することで、①核抑止論を刷新し②かつ新たな安保環境における日本と韓国の戦略と選択肢を明らかにする事にある。2020年度の研究では、核抑止論の観点から、北朝鮮の核軍拡に伴う米朝間の通常抑止関係および核抑止関係の現状を検証することで、北朝鮮における核兵器高度化に対する米国の対北朝鮮脅威認識と行動の変化が顕れ、米朝間の抑止関係が長期的に見てより安定的になることを明らかにしながら、北朝鮮の核兵器高度化による日本への影響について考察した。具体的には、核抑止論の観点からこれまで東アジア核抑止体制の中心をなしてきた米国の対日拡大抑止への影響について検証し、核兵器高度化以後における米国の日本と韓国に対する拡大抑止の信頼性が低下している点を明らかにした。上記研究成果は、①論文執筆、②研究報告、③研究集会開催によって、発信された。とりわけ、2020年度に掲載された論文では、北朝鮮の核兵器高度化に伴い、新しい安全保障環境が現出した中、米国の対日拡大抑止の信頼性について、核抑止論の観点から考察した。第一に、拡大抑止に関する先行研究について整理し、第二に、戦後日本に提供されてきた米国の拡大抑止の歴史を検討した後、北朝鮮における核兵器高度化について評価した。最後に、核抑止論の観点から、北朝鮮の核兵器高度化が持つ、現行の米国の対日拡大抑止への影響について分析した。

The purpose of this study is to investigate the effects of North Korea's nuclear weapons upgrading on inter-Korean restraint relations and on the safety and security of North Korea's nuclear weapons. The 2020 study demonstrates the point of nuclear suppression theory, the normal suppression relationship between North Korea and North Korea, and the status quo of nuclear suppression relationship between North Korea and North Korea. North Korea's nuclear weapons have been upgraded and Japan's influence has been investigated. The concrete point of nuclear suppression theory is that the core of nuclear suppression system is lost, and the impact of nuclear weapons on Japan and South Korea is reduced.
