项目摘要

2022年度は、2021年度に遅れていた事例研究を進めるとともに最終的な研究論文としてまとめる段階に入った。遅れていた部分を進めるのに時間がかかったために、国際学会での報告や論文の投稿を2023年まで研究を延長して実施することとした。2022年の間に、2023年4月に実施した国際学会での報告のために、論文をまとめた。おもに、日本における非営利法人の不祥事の事例を取り上げ、利害関係者による監視監督の必要性を、イギリスの病院、アメリカの大学のガバナンスを事例として取り上げ、報告したものである。この報告は、2023年4月に実施したものであるが、フロアからは好評価を得ることができた。日本における非営利法人の問題の特殊性と世界との共通性を確認することができる意義深い報告であった。また、報告後に学会の参加者から、筆者の目指すガバナンスのあり方に近い形を取る外国の非営利組織を共有していただくことができたため、報告で受けた指摘を踏まえて論文を修正後、発表する予定である。その後、2022年に集大成として作成する予定であった非営利法人のガバナンス原則を作成する予定である。いまのところ、日本におけるガバナンス改革は、特別法ごとの改正を実施するにとどまっており、包括的な改革はあまり進んでいない。改革の進んでいない非営利法人にも適応可能なガバナンスのベストプラクティスを示すことで、より日本の非営利法人が健全で競争力な経営を実現したい。
