项目摘要

(1)高校中退・早期離学の予防に関して、イギリスにおいて実施されてきたアプローチの調査研究を行い、日英教育学会第87回大会第31回大会(2022年8月30日　福岡大学)において「英国における早期離学者への施策─4地域の差異に注目して」報告を行った。同報告では、イギリスにおける早期離学対策の地域間の差異として、主に①義務教育年齢の引き上げ ② 教育維持手当(Education　Maintenance Allowance 以下 EMA)の状況③政府のイニシアチブの 3 つがあることに注目し、これら3つの視点から教育への参加/再参加の保障の枠組みに注目して、イギリス内の差異を明らかにする。（報告要旨をもとに作成）」。同報告内容のうち、特にスコットランドにおける実践に関する研究論文を執筆し、投稿・審査中である。(2)日本における高校中退の防止、高校中退者の支援のためのネットワーク形成に関する研究論文を論文として刊行した。「高校中退を経験した人の学び直しの過程－X県の高校中退者への公的支援からの分析－」であり『帝京社会学』36号に掲載された。同論文では、高校中退者の情報共有・支援のプラットフォームの草分けとなったX県の取り組みを対象に、どのような状況で高校中退者が学び直すことが可能になったかを分析した学びに向かう類型として、①中退直後から支援にかかわる情報を本人が得ており、そのときは来所には至らないものの、その後の生活の何らかの契機で二十代にさしかかる②家族、友人、恋人などにすすめられて来所、③教員や保護司などにすすめられて来所の3つの類型がある。それぞれの利用者のあゆみを振り返るとき、すでに就労して居り高卒認定資格取得後もその職場で就労を続けたケースでは短期間のかかわりであるのに対し、さまざまな困難が重なっていたケースではかかわりは長期的であり、学習支援／就労支援／家族支援という境界を横断して多岐にわたるサポートが提供されている。
