项目摘要

日本におけるハンセン病問題は、1996年のらい予防廃止、2001年の国賠訴訟、そして2019年の家族訴訟にみられるように、制度面では改善の方向に進んできている。しかし制度面での進展の反面、2003年のハンセン病回復者宿泊拒否事件にみられるように、人権啓発の面では十分な成果を上げたとは言い難い。日本におけるハンセン病の現状を端的にまとめるなら、制度面、つまり公的側面においてはハンセン病問題への改善の兆しが見られ、かつ市民感情としてもそれを基本的に肯定的に受けとめている。しかしその反面、それが温泉など自らの親密圏に近い領域に近づこうとすると徹底的に忌避する、というのが現状である。これらの現状を踏まえ本研究では、ボランティア活動によってハンセン病回復者との間に疑似家族的な親密圏を構築しながら、ハンセン病のスティグマ軽減に効果をあげている事例に注目し、そのエッセンスを分析し、それを基にハンセン病問題の教育プログラムを構築する。同時に、考察の対象となる活動のスタイルが、ハンセン病問題以外のテーマに対しても応用可能であることを検討し、さらには、具体的な活動プログラムを作成し、実施するとともに、継続的に検討していく。上の研究を実施するため、ハンセン病問題に取り組むNGOの活動、ハンセン病問題を対象とはしていないが、類似した活動を行っているNGOの活動、さらには応用の検討の3つのテーマを掲げ、それぞれ研究メンバーをつのり、研究会を進めていく。
