项目摘要

2020年度は非営利組織の利益概念について理論研究を行った。またドイツ、オランダの介護施設の質の評価についても文献調査とZOOMによるインタビュー調査を実施した。2021年度は財務面とケアの質の視点に加え、社会福祉法人の地域における役割という視点の評価を検討するため、地域共生社会の現状と課題についてインタビュー調査と文献調査を行い、ワシントン大学主催の国際ワークショップで発表した。2022年度は社会福祉法人が地域で支え支えられる関係の中で役割を発揮する指標を考察する前提として、社会福祉、社会保障に対する通説（誤解）や生産性問題について整理した。また、その成果の一部を論文と学会学術大会を通じて発表した。たとえば自由価格である一般事業と、必要に応じて必要なサービスが供給されることを目指し運営され、公定価格である福祉事業を比較して、後者を生産性が低いというのは不適切であること、地域共生社会構築にサービス事業者として何が求められるかなどを整理した。また、厚生労働省研究事業で先進事例と紹介されている社会福祉法人３法人（神奈川県、愛知県、京都府）に対し、対面とＺＯＯＭで複数回に亘ってインタビュー調査を行い、経営の現状と課題を把握し、経営指標の検討を実施した。またドイツ在住の社会保障制度の研究者と、複数回に亘りZOOMまたはメールで、社会保障制度における非営利組織の役割について意見交換を行った。特に2020年度にまとめた非営利組織の新しい利益概念について、学会、シンポジウム、学術誌、一般誌等で過去３年間に亘り発表し続け、またインタシュー調査などでもこれについて意見を聞いてきた中で、特に問題はないと考えられるため、今後は非営利組織の利益概念に基づき開発した指標を用いて、実際の社会福祉法人において事例研究を行う予定である。
