项目摘要

学会・研究会での報告については，以下のとおりである。まず，第9回日本政治法律学会（5月28日）において「韓国における社会政策について考える」をタイトルとした招聘報告を行った。次に，社会政策学会144回において，金明中著『韓国における社会政策のあり方――雇用と社会保障の現状とこれからの課題』について書評報告を行った。そして，9月に研究会において，就労困難層に対する就労支援政策に関する報告を行った。本報告は，本研究で対象とする公的扶助を受給する労働能力がある人々への就労支援および，その隣接制度といえる韓国型失業扶助（国民就業支援制度）における就労支援のあり方に関する検討である。本報告の内容は，共著での出版における担当章（〈仮題〉韓国の就労困難層に対する就労支援）の内容にも結び付くものであった。また，韓国での調査を実施した。2023年3月13日～22日に，ソウル市ノウォン区の国民基礎生活保障の自活支援担当者，同区内およびウォンジュ市内の地域自活センター（各1か所）において訪問調査を実施した。ノウォン区では，行政の立場からの基礎保障の仕組みの説明および条件付き受給者の決定の流れ，現状と課題について聞き取りを行った。2か所の地域自活センターにおいては，自活事業の内容とその現状と課題について聞き取りを行った。加えて，本調査では，地域の高齢貧困層の就労支援を行っているノウォン区内社会福祉館および障害者の日中活動支援を行っているソウル市内の障害者福祉館についても，訪問調査を行い就労支援や日中活動支援について聞き取りを行った。これまでの文献研究や上記の韓国調査の成果のひとつとして，「韓国の国民基礎生活保障の意義と限界――「条件付き受給」を中心に」（『週刊社会保障』No.3215［2023.4.17］，pp.48-53）がある。
