项目摘要

2022年度は、①前年度末に実施したアンケート調査の集計・分析、②先進的な事例の視察・ヒアリング、③文献調査、④論文・研究ノートの執筆を行った。①について、東京都・滋賀県・青森県の社会福祉法人（地域公益活動のネットワークに所属している法人）を対象に実施したWebアンケートの結果を集計し、統計的な集計・分析を行った。単に量的な分析を行うのでなく、②の結果もふまえて多角的に行っており、調査報告書にまとめるための作業を進めている。②について、地域における公益的な取り組みで先駆的な実践を行う2法人を視察し、ヒアリングを行った。訪問先は社会福祉法人わらしべ会と社会福祉法人ほくろう福祉協会である（いずれも札幌市に所在）。わらしべ会は、ハンガリーのCE理論（機能面でなく社会生活・自己実現に着目する障害者サービス）を採用し、「地域で暮らすための生活支援」の一環で地域向けの活動を行っている。地域食堂、専門性を活かした研修会、学習支援、地域のサークルの活動場所の提供などである。ほくろう福祉協会は、法規定による「公益事業」「地域公益事業」と法外の「自主活動」「社会貢献活動」を４つのフェーズで区別し、体系的に実践している点で類例のない事例である。また、地元町会との関係を重視し、町会のサロン活動、会議、夏祭りなどに施設のスペースを提供し、互恵的な関係を構築している。③では、このテーマで発表された著書、学術論文、行政文書等を収集し、論点を整理している。本研究の目的の一つである、現在の地域公益活動と、その原型である初期の活動を架橋する政策・実践・研究について紐解くための質的分析を続けている。④では、上記の3つを進めながら、学術誌・紀要への論文・研究ノートでの発表を行った。具体的には、学術論文3本、研究ノート1本である。
