项目摘要

本研究では、実際の介護老人福祉施設で活用可能なセルフチェックシートの開発と活用システムを明らかにすることを目的としている。今年度も、昨年度に引き続き、介護老人福祉施設は、新型コロナウイルスの感染状況拡大の影響を強く受けていたこと鑑み、調査等は実施せず、研究代表者がこれまで実施してきた調査結果と文献研究から、セルフチェックシートの構成要素を整理とセルフチェックシステムの流れを検討した。まず、構成要素は、①虐待行為及び不適切ケアについての実態及び認識に関する項目，②虐待防止の取組みについての認識に関する項目，③職員の関係性・業務に関する認識に関する項目，④職員の抱えるストレス状況に関する項目，の4要素に整理し、各項目の目的と具体的な項目，対応する発生要因について検討した。さらに、セルフチェックシステムについては、STEP1～STEP4までの4段階に分類し、検討した。①STEP1では，施設内の虐待防止委員会等を中心に，セルフチェックを行う4要素の具体的項目を確定する。②STEP2では，施設内の全職員によるセルフチェックを実施する。このセルフチェックは，職員や施設の負担等を考慮し，4要素を同時に実施する必要はないと考えるが，全職員同一の要素を同時期に実施する。③STEP3では，セルフチェック結果を集約し，その結果に基づき，職員の認識状況及び施設の課題を把握する。さらに，セルフチェックで明らかになった職員の認識状況や施設の課題については，幹部職員や虐待防止委員会等が把握するのではなく，各職員も自らが勤務する施設の実態について理解する必要があるため，結果の共有を行う。④STEP4では，STEP3で明らかになった施設の課題を踏まえ，課題解決に向けた研修や組織マネジメント改善を行う。次年度は今年度の研究結果を踏まえ、活用可能なセルフチェックシートを作成する予定である。

This study aims to clarify the possible use of social welfare facilities for the elderly. This year's survey, conducted by the Department of Health and Social Welfare and the Department of Health and Social Welfare, was conducted on behalf of the research team. The results of the survey, the literature review, the reorganization of the components of the community and the review of the flow of community services were discussed. The constituent elements include: (1) items related to the status and awareness of abuse behavior and inappropriate behavior;(2) items related to the awareness of abuse prevention organization;(3) items related to the awareness of employee relationship and business;(4) items related to employee status;(5) items related to the organization of abuse behavior;(6) items related to the purpose of each item; and (7) items related to the key causes of abuse prevention. In addition, there are four levels of classification and examination in STEP1~STEP4.①STEP1: Determine the specific items of the four elements in the center of the facility, such as the Abuse Prevention Committee 2. STEP2: All staff in the facility are responsible for the implementation. In this regard, the burden of staff facilities should be considered, and the four elements should be implemented at the same time. The same elements should be implemented at the same time by all staff. Step3: Focus on the results of the survey, base on the results, and grasp the staff's understanding and implementation issues. In addition, the staff's understanding of the situation and implementation of the project, the cadre staff and the abuse prevention committee to grasp the situation, each staff to work on their own implementation of the situation, understanding of the need, the results of the common implementation.
