2022年度は専門職（介護職、医療職、福祉職等）にインタビューを実施する予定であった。そこで調査依頼状、質問項目等、必要な書類を作成した。しかしながら、新型コロナウイルス感染症の影響もあり、インタビュー依頼を行っても返答を得るまで相当の時間がかかったため、極僅かな協力者しか得ることが出来なかった。このようなことから、1つ目に、現時点では調査時期を統一して行う方が、聞き取り内容のズレも少なくなると考え、2023年度に適宜協力が得られたところから実施するように実施スケジュールの調整をした。2つ目に調査対象者を在宅介護・看護現場とした。（元々は対象者は特別養護老人ホームも想定していたが、後述の論文の成果に基づいて、在宅を基本として見直しをした。）そして、高齢者福祉政策における認知症ケアで欠けている在宅介護現場を中心にインタビュー調査の実施を進めることにした。他方、終末期にある認知症高齢者の看取りをテーマにしていることから、社会における認知症がどのような位置づけであったのかを共同研究の形で論文執筆を行った。2022年12月に刊行した。高橋幸裕・林和秀「高齢者に対する認知症関連政策と認知症ケアが抱える課題」『総合政策論集』第35号,尚美学園大学総合政策学会,pp.33-51,2022年12月に上梓した。本論文で明らかになったことは、認知症（以前は痴呆症）ケアは家庭内で担われてきたが、これ以外の選択肢は医療機関若しくは地域の施設のみであった。他方、介護保険制度では地域包括ケアシステムに代表されるように住み慣れた地域での生活をすることを重視していることから、地域でのケア体制の構築が必要である。ここから言えることは認知症ケアは医療機関、地域の施設では専門職によるケアのノウハウがあるが、家庭内ではないということが明らかになった。これに基づいて、調査対象者とスケジュールの見直しをした。
