项目摘要

本研究は、エチオピアの職業技術教育・訓練(TVET)で実施されている「産学連携訓練プログラム(Cooperative Training Program)」に焦点を当て、エチオピア政府が経済発展のための重点分野であると位置づけている服飾産業において、同プログラムを通して、学生が市場で必要とされる技能を習得することの阻害要因を明らかにしようとするものである。2020年度には、公的なTVET機関の服飾関係のコースで使用されているカリキュラムおよび職務基準リストを分析した。カリキュラムおよびリストに記載されている(a)予定授業時間、(b)技能の概要、(c)技能を評価する際の項目などを一覧にし、カリキュラムとして想定している重要度および技能の段階を視覚化した。その結果、カリキュラムでは裁断や縫製のみならず、デザインから管理・運営まで、すべての生産過程で必要となる技能の習得を目指していることが明らかとなった。しかし、国内企業の多くは低付加価値の工程である「裁断・縫製・仕上げ」を主に行っているため、TVET機関での授業と受入企業での実地研修では、内容に差が生じるであろうことが推定された。2021年度は作成した一覧に沿って、TVET機関教員にも実際に教える際に重視する技能について聞き取りを行う予定であったが、新型コロナウイルス感染症および紛争による渡航中止勧告が出ていたため現地調査が実施できなかった。2022年度は、前年に実施できなかった聞き取り調査に代わり、メールやメッセージアプリを利用して現地カウンターパートを通して情報収集を行った。また、2022年10月に短期渡航ができたため、2023年度の現地調査に向けて打ち合わせを行った。加えて、学会発表の準備および投稿論文の執筆を進めた。
