项目摘要

本研究では当初、「すべての生徒が成功する法(Every Student Succeed Act)」(以下、ESSAと表記)下におけるアメリカ合衆国の学習スタンダード政策の、州および学区における実施状況と課題を明らかにすることを目的としていた。その後、問いを掘り下げ、2009年以来多くの州で採択されてきた州間共通コアスタンダード(Common Core State Standards、以下CCSSと表記)から離脱する州に着目し、どのような場合には州法によるCCSSからの離脱が目指され、また、どのような場合には行政命令による離脱が目指されるのかを、事例比較により明らかにすることを目的としている。2022年度はCCSSからの離脱時の州知事が共和党ではなく民主党の所属であった唯一の州であるミズーリ州について分析を進め、その成果を国内学会にて発表した。またその内容を論文にまとめ、現在国内学会の査読誌に投稿中である。またCCSSから離脱した州の分類を進め、立法によってCCSSから離脱した州のうち、サウスカロライナ州の事例について、現在資料の収集及び分析を進めている。また、アメリカのスタンダードに基づいた教育改革を分析する上での貴重な文献資料として、ボストン・カレッジ教授のCochran-Smith教授らが著した書籍の翻訳を進め、書籍として出版することができた。今後、Cochran-Smith教授らを招聘し、国際シンポジウムを開催する予定である。

This study aims to clarify the implementation status of state, state and school district policies for learning in the United States under the Every Student Succeed Act (ESSA). Since 2009, there have been a number of inter-state exchanges and cooperation.(Common Core State Standards, CCSS table below) CCSS CC In 2022, the governor of the state, the Republican Party, the only state to which the Democratic Party belongs, analyzed the progress and achievements of the national society. The content of the paper is now in the research journal of the National Society. CCSS classification, legislation, CCSS collection and analysis Professor Cochran-Smith of the University of Chicago has published a number of books on the basis of an analysis of educational reform. In the future, Professor Cochran-Smith will be invited to participate in the international competition.
