项目摘要

【研究の目的】保育環境に関して、国によっては、一律のガイドラインを提示し、保育の一定の質を担保する仕組みを構築している国もあるが、日本では、地域や自治体、認可・認可外等の施設の種類、運営主体等によって、設備や運営に関する基準は異なっている。さらに、児童福祉法に基づいて定められた日本の認可保育所の設備の基準（最低基準）は、他の先進諸国と比較して低いことも指摘されている。基準の抜本的な見直しが行われない背景には、関連する研究が少なく、十分な根拠が示されてこなかったことも一因であると言える。本研究では、保育中の事故に注目し、保育者の人員配置をはじめとする設備や運営に関する要因との関連を検討することで、基準の見直しの必要性を示したい。【実施内容】一自治体に協力を依頼し、自治体が保管する各保育所から提出された事故報告書のデータ収集を行った。事故報告書記入の対象となるのは、主に受診したけがであった。事故報告書には、事故発生時の状況（発生日時や発生場所等）や事故の原因・問題点（危険予測及び危険回避の余地があったかどうか、事故発生時の状況・場所・人の配置に問題はなかったか、保育者の監督状況に問題はなかったか、施設管理に問題はなかったか等）に関する詳細な情報が記載されている。今年度は、紙媒体のデータの電子化を中心に作業を進めた。次年度は、保育施設の最低基準との関連を中心に、具体的な事故要因・対策の検討につながるよう、データの集計や分析を進めたい。
