本研究は、災害からの復興等を祈念する「祈念的公園」を、市民や遺族、来訪者等の認識により祈念性を帯びるものと捉える。災害からの年月の経過の中でも祈念性を長期的に維持し、地域における価値を高めるために、市民等の主体からの関わりを含めた管理手法を探り、祈念的公園の整備・利用実態や、関係主体とその認識を明らかにして、祈念性を踏まえた公園管理指標を検討する。令和3年度は国の行政資料から公園評価の概要と実態を調査し、論文を発表した。令和4年度は地方自治体レベルでの祈念的公園の評価に関する資料を分析対象に、公園評価の項目を分析して論文を執筆し、学術誌に掲載された。併せて、地方自治体が祈念的公園の評価においてどのように祈念性に関連する内容を評価しているかに着目して、地方自治体による評価資料を分析し、国際会議に投稿して受理された。また、整備から長期間を経た祈念的公園である沖縄県営平和祈念公園について公文書を収集し、整備経緯や設計意図、平面図を分析して、公園整備の経緯や整備における祈念性の扱いを考察してとりまとめ、論文を執筆し、学術雑誌に投稿中である。さらに、東北地方の祈念的公園である東日本大震災の復興祈念公園について、過年度にアンケートを実施し、公園への市民の意識を調査したデータを取得したが、これについて公園が所在する自治体の市民の意識を分析し、復興祈念公園の役割の重要度評価や回答者の公園管理活用意向の関係等に着目して論文を執筆中である。令和4年度に引き続き、新型コロナウイルス感染症の影響を大きく受けた。研究代表者が感染の激しい地方に着任したため、全国の祈念的公園の現地調査や、関係者インタビューなど、県をまたいだ出張を伴う調査は、次年度に実施を見送った。
