2011年の東日本大震災により発生した被災構造物・建築物等を「震災遺構」として整備する動きがある。震災遺構は、東北地方太平洋側沿岸部を中心とした被災地に広域的に立地しており、多数の自治体がそれぞれの状況に応じて処置を検討した。震災遺構の処置を巡っては保存・撤去・存置等を求める多様な意見があり、各地で合意形成が課題となった。本研究は、震災遺構の保存及び整備の実態を市民との関係に着目して明らかにし、今後の管理や活用に向けて考察した。先ず、震災遺構の保存実態や周辺人口との関係を把握し、自治体が震災遺構の処置を決定した経緯を、市民からの意見聴取手法とその内容に着目して明らかにした。各自治体が通常の公共施設整備段階に加えて、震災遺構の保存や撤去等を決定する処置決定段階に約2年半かけて市民の意見を聴取し、加えて有識者から震災遺構の価値の指摘を受けることで、保存の決定を根拠づけ、段階的に合意形成を図ってきたことを指摘した。また、市民が震災遺構の整備をどのように受け入れてきたのかを中心に、インタビュー分析等から市民の意見変化を明らかにした。市民の、来訪者との交流をはじめとする多様な経験が震災遺構への認識を形成すること等から、震災遺構で語り部等として活動する市民と来訪者、その他の市民の関係に、研究の展開の可能性を示した。さらに、ほとんどの震災遺構が整備段階を終えようとしており、今後は市民の理解を得た持続的な震災遺構の維持管理、活用手法の確立が求められることを示した。これらの研究成果を、学術論文、国際会議、国内学会等において発表し、震災遺構の整備プロセスに関する成果は日本建築学会関東支部研究発表会「優秀研究報告集」に採用された。

The 2011 Great East Japan Earthquake occurred and affected structures and buildings were affected by the earthquake. The earthquake disaster occurred in the center of the Pacific coast in the northeast region, and most of the local governments were affected by the disaster. The earthquake disaster structure should be preserved, removed, and stored. This study aims to investigate the relationship between the preservation and maintenance of earthquake disaster structures and the management of future disasters. First, the preservation status of the earthquake disaster structure, the relationship between the population and the environment, the decision of the local government on the disposal of the earthquake disaster structure, the public's opinions and methods, and the content of the project. Each autonomous entity has made a decision on the level of normal public facilities preparation, preservation or removal of earthquake disaster structures, etc. The decision stage of disposal takes about two and a half years. It takes about two and a half years to receive public opinions, to add insights, to receive criticism on the value of earthquake disaster structures, to make decisions on the root of preservation, and to form a consensus on the level. The public's opinions on earthquake disaster prevention and control should be clearly reflected in the center and analysis of the earthquake disaster situation. The communication between citizens and visitors and the possibility of developing research on earthquake disaster structure are demonstrated. The earthquake disaster management system will continue to maintain and manage the earthquake disaster management system in the future, and the earthquake disaster management system will continue to maintain and manage the earthquake disaster management system. The results of this research, academic papers, international conferences, domestic societies, etc., were adopted in the "Excellent Research Report Collection" of the Kanto Branch Research Conference of the Japanese Architectural Society.
