项目摘要

R4年度は、セーフティネット住宅情報提供システムに登録されている物件を調査対象とし、各県（政令指定都市、中核市）から提供された登録情報をもとに、項目別に集計・分析を行った。また、新住宅SN制度上での高齢者向け共同居住型住宅の展開可能性を検討するため、セーフティネット住宅情報提供システムに2022年10月時点で登録されている119棟、1,177戸の共同居住型住宅を調査対象として、HPから情報を取得し、集合住宅と戸建てを項目別に集計・分析を行った。得られた知見より制度運営上の課題を検討した。住宅SNに登録される物件の特徴は、築年数10年程度の木造低層集合住宅が多く登録されており、その大半は業界団体提携による一般住宅物件であることを確認した。低廉化されていない市場家賃や、戸建て空き家活用の面では制度自体の課題が残るが、供給確保の面では特定の不動産業者（ビレッジハウス・D社）との提携は登録数の増加に一役買っている。登録数が増加し、本制度の利用者が増えることで、制度の周知に繋がることが期待できる。しかし、空き家の活用という面では特定の業者に偏ってしまう現状は課題が残る。また、共同居住型住宅の物件の特徴は、高齢者の受け入れをしている集合住宅活用型の物件では専用の施設等が多く登録されている。さらに戸建て活用型の物件でも、高齢者の受け入れをしている物件が半数を超えている。このことから、自立高齢者向けの共同居住型住宅が普及する可能性もあると考えられ、今後、本制度上で建物の確保だけでなく、ソフト面でのサポートが求められる。今後は新住宅セーフティネットについて一般の入居者と、住宅セーフティネット経由の入居者とのかかわり方を含めた、入居者同士の繋がりや、入居後の日常支援サービス、在宅生活支援サービス、高齢者向けの介護支援サービスなどの制度上の支援のあり方についての議論が求められる。
