项目摘要

2022年度は、「対北放送」に関する2つの調査・研究に取り組んだ。第1は、NHK（日本放送協会)のラジオ国際放送における、日本人拉致問題関連ニュースの報道傾向の検証、第2は、韓国において民間団体が主導する北朝鮮向け放送局の活動実態調査である。検討対象とした放送機関・チャンネル、および、検討結果に関しては以下の通りである。第1は、NHK国際放送「NHK WORLD-JAPAN」のコリアン・サービスである。このチャンネルは2021年度の研究においても内容分析を実施したが、2022年度はさらに、日本の対北放送の特徴ともいえる「拉致問題」の報道に絞り込んで分析を実施した。コリアン・サービスのストレートニュースを対象として、北朝鮮による日本人拉致問題関連ニュースを検討した結果、拉致問題関連ニュースを取り上げた回数は月ごとに大きな差があることが判明した。コンスタントに一定量の拉致問題のニュースを伝えるのではなく、ニュースが出た際に集中的に報道するスタイルであることを読み取ることができた。また、弾道ミサイルを頻繁に発射するなど、世界的にも注目を集める北朝鮮の動向を扱った内容は、ニュースオーダーの上位で取り上げることが多いのに対し、日本国内の拉致被害者家族の動向、および、拉致問題に関する首相や官房長官の発言内容は、ニュースオーダーの中位から下位にかけて扱う傾向にあることが確認できた。第2は、盧武鉉政権下の2000年代半ば、韓国で相次いで誕生した民間団体主導の対北放送3社（国民統一放送、自由北韓放送、北韓改革放送）である。当時、北朝鮮に対する融和政策を続ける国の方針の下、北朝鮮に対する批判的な内容の自粛が目立つようになった公営放送の役割を、これらの民間放送が担うことになった経緯、また、放送目的や番組編成にみる各社の特色や、新型コロナウイルスが番組制作などに与えた影響などの調査を実施した。
