项目摘要

本研究では介護・看護・子育て領域における経済活動 (ケアエコノミー) を明示的に扱うことができるマクロモデルを日本のデータをもとに構築する。省庁から発表されている政府統計のミクロデータを使用してケアとジェンダーに考慮した社会会計マトリックス(SAM-Social Accounting Matrix)を構築し、SAMをもとに動学マクロモデル―Dynamic CGE (Computable General Equilibrium)モデルを構築し、政策シミュレーションを実施し、結果を分析、政策提言をすることが本研究の目的である。前年度、SAM構築に必要な「労働力調査」の匿名データを取得し、分析を開始した。今年度は「社会生活基本調査」の平成28年度データも匿名データとして公表されたため、1年以上かかっていた調査票情報の取得をあきらめ、匿名データの取得にに切り替えた。その他統計や各種報告書、ケアエコノミーに関する文献のレビューをし、日本の現状を踏まえたケアエコノミーについての調査を継続している。日本のケア労働者の職業別の雇用者数と女性の割合、平均賃金などについて、国際学会で発表した。本研究では政府統計データを中心に扱うが、有償ケア労働者の実状について、特に放課後児童クラブ支援員の労働環境について、岡山市内で放課後児童クラブ支援員にインタビューするなどして、実状の調査を継続している。

In this study, we established a framework for the development of activities in the field of care, nursing and parenting. The purpose of this study is to construct a Dynamic CGE (Computable General Equilibrium) Matrix, implement policy scenarios, analyze results, and propose policy recommendations. In the past year, SAM construction required anonymous data acquisition and analysis of "force survey" to start This year, the "Basic Survey of Social Life" was launched in 28 years. The anonymous information was obtained from the public table. The information was obtained from the survey ticket for more than one year. Other statistics include various reports, related literature, and research on the current situation in Japan. The number of Japanese workers employed by occupation, the number of women employed, the average wage, and the number of international associations were reported. This study is based on a survey conducted by the Government Statistics Center, the actual situation of paid child care workers, the environment of special after-school child care workers, and the actual situation of after-school child care workers in Okayama City.
