项目摘要

本年度は4点の研究の進捗があった。1点目に、本研究課題に関連する研究として実施していた合併自治体の財政規律に関する理論研究が学術誌に掲載されることとなった。この研究論文では合併自治体の過大な債券発行が財政規制によって適切なものとなる可能性についても議論を行っている。2点目に、本研究課題に関連する研究として実施していた政府の会計操作に関する実証研究が学術誌に掲載されることになった。この研究論文では日本の自治体合併時に特別会計を使って行われた会計操作行動が、債券発行の誘因の大きさに連動して起こることを明らかとしたもので、財政規制の存在にかかわらず、会計操作が発生しうることを示した。3点目に、本研究課題に関連する研究として、新たに公務員給与の改革が民間給与に与える影響についての研究をスタートさせることになった。この研究は当初本研究課題では想定されていなかったものであるが、前年度までに予備的に行っていた非正規公務員の研究を発展させる形で開始されたものである。日本では財政規律を確保するために公務員数と公務員給与の削減を行ってきたが、この研究はこの効果を捉えようとするもので、2006年度から2010年度までに実施された新公務員制度改革による地域手当の導入を識別戦略に用い、地域手当支給率の違いが民間給与の違いに影響するかを分析している。この研究については、厚生労働省から本研究課題を根拠としたデータ提供を受けた。4点目に、本研究課題に関連する研究として、新たに財政再生基準への抵触が地価に与える影響についての研究をスタートさせることになった。この研究は地方自治体に新たに導入された財政再生基準に抵触した場合、それによって当該自治体の地価が下がるのかを調べるものである。この研究により、財政規制の経済状況一般へのインパクトを明らかにする。
