项目摘要

ベトナムCPIMの上級研究員のDoan Doan Tuan氏とオンラインでのミーティングを７回行い現地調査の進め方および調査対象地区の概要についての情報収集を行った。以上の議論から、紅河デルタ地域のThai Binh州および中部地域のHa Thin州の大規模水田灌漑地区を調査対象地区とし、R5年4月15～30日に現地調査を行うことを決定した。また、日本国内において、ベトナムの灌漑管理と比較分析するのに適した大規模水田灌漑管理地区を対象に、以下の現地調査を行った。1)香川用水地区：　ベトナムの灌漑管理と同様に幹線水路を水資源機構（公的組織）が管理し、支線水路以下を土地改良区（農民水利組織）が管理する事例。異常渇水時には香川用水土地改良区が末端の水利組織間の配水を調整することで地区全体に旱魃被害がでないようにしていることが明らかになった。2)会津宮川土地改良区（受益面積約4400 ha）および会津北部土地改良区（同約4500ha）：　いずれも1990年代以降に大規模ダムを建設して新たに開発された大規模水田灌漑地区であり、支線水路・末端水路レベルでの水利組織間の配水調整について、土地改良区が平等配水を実現するために強く働きかけていることが明らかになり、土地改良区が地域全体の収量を最大化するために活動する、そのための政策的仕組みづくりの重要性が示唆された。3) 岡堰土地改良区（茨城県、受益面積約1600ha）：用水の反復利用システムの導入によって地区内の平等配水の実現が容易になり、維持管理費の軽減が実現できていることを明らかにした。4）Doho地区（ウガンダ、受益面積約1000 ha）：地区の上流下流での水利費徴収率の分布について分析を行い、幹線・支線・末端のいずれの水路レベルでも下流部で水利費の徴収率が低いことを明らかにした。

The importance of this policy is demonstrated. 3)Okayan Land Improvement Area (Ibaraki Prefecture, benefiting an area of approximately 1600ha): With the introduction of water reuse systems, it will be easier to achieve equal water distribution in the area, and it will be easier to maintain a reduction in management fees. 4) Doho area (, beneficial area of about 1000 ha): Distribution of water conservancy cost characteristic rate in the upper and lower reaches of the area: middle line, trunk line, branch line and terminal water channel characteristic rate of water conservancy cost in the upper and lower reaches of the area: low middle line, low middle line and bright line.
