1.用水反復利用の規定条件:用水反復利用の物理的基盤は還元水の取得可能性であり、これを保証するものとして、諸水利施設がある。また、継続的な利用を実現する技術的条件として、水源水量の多寡,用水量,送水技術,水稲栽培法がある。更にこれらを取り巻く社会経済的条件として、都市的施設の立地、農業構造などが挙げられる。この3条件が互いに影響し合いながら、構造的に用水反復利用の実現を規定している。2.地形条件:用水反復利用の形態は、主として、排水系統の形態と水田立地の相互関係によって決っており、その規定条件は、地形である。洪積台地に展開する明治用水は、幹線用水路の配置から、基本的には、反復利用のためにポンプ場が必要である。扇状地で、江戸期の開発に掛かる胆沢平野、木津用水は、幹線用水路が集水域を持っていて、自動的な反復利用がなされる。沖積平坦地の両総用水,西蒲原地区では、扇状地に似るものの、近年の社会条件のもとで、新しい動きを見せている。3.社会経済的条件:現在、反復利用を問題化させているのは、都市化地域の洪水処理,用水の汚濁,用水管理組織の崩壊等による反復利用継続の困難化である。一方、転作の導入,圃場整備の実施,農家の用水量に対する要求水準の上昇などから、反復利用への要求が高まり、2極分解が進んでいる。4.将来の利用:自動的反復利用はが放棄されるのは、水質汚濁の進行など、社会的に極めて危機的状態であり、これは回避せねばならない。その他のケースの利用は、主として代替水源入手の容易さによる。反復利用は将来とも、最後の技術手段として位置づけられようが、異常渇水時のための保険として明治用水のように残すことが望まれる。沖積平坦地の、用水不足地帯においては、パイプラインによる、全量還水方式が一般化する。良好な水質の確保が基本的な条件である。
