本研究は、第一次世界大戦後から太平洋戦争終結に至る日本の「総力戦体制」の全体像を、国際比較の視座に立脚して明らかにすることを目的とする。従来日本の「総力戦体制」はその形成期からドイツ軍国主義の影響を色濃く受けてきたことが盛んに強調されてきた。だが、そうした主張は必ずしも、ドイツのみならず、英・米・仏などのそれと十分な比較を行った上でなされてきたわけではない。そこで本研究は、各専門分野で国際比較研究に従事してきた研究者を結集し、日本の「総力戦体制」を産業動員、国民動員、治安体制、捕虜政策といった視角から包括的かつ多面的に分析し、その全体像の解明に迫る。総力戦体制の比較研究が進んでいる海外においては、欧米中心に分析される傾向が強く、よって本研究が海外の研究に及ぼすインパクトや意義は極めて大きい。2022年度は第1回研究会を6月25日に同志社大学で開催し、研究分担者である萩原と玉木がそれぞれ研究報告を行った。海外の視点をとりいれるべく、Mahon Murphy氏にも参加してもらい、議論に加わってもらった。続いて、第2回研究会は9月24日にオンラインで開催し、研究分担者である奈良岡、研究協力者である鈴木がそれぞれ研究報告を行った。更に第3回研究会を3月2～3日の2日間にわたり呉大和ミュージアムで実施した。研究報告は、森、小林、宮下が行った（Mahon Murphy氏も議論に参加）。以上により、2022年度は分担者全員が研究報告をしたことになる。以上は最終年度にむけた研究報告であったが、同時に出版社を決定し、編集担当者に第3回研究会へ参加してもらい、論文集作成の準備を進めた。各分担者の研究の成果の一部はすでに学術雑誌等で公表されている。
