本研究は、戦後日本のシビリアンコントロール体制がどのように模索されたのかを、旧陸海軍軍人の視点を新たに加えて再検討することを目的としている。平成22年度において第1に検討したのは、旧軍人が戦前の陸海軍組織とその制度をどのように理解していたのかという問題である。本研究では、とりわけ1930～1945年の時期について研究を進めることとした。調査場所は、主に防衛省防衛研究所図書館、国立国会図書館であった。なかでも私文書「高嶋辰彦史料」「鈴木重康関係文書」には、軍部大臣現役武官制に対する軍人たちの意見が含まれており、1930年代前半の状況を把握することができた。第2に検討したのは、太平洋戦争終結前後から再軍備にかけて、旧軍人が書籍・新聞・雑誌などに投稿した論文や意見である。雑誌は『自衛』『日本及日本人』『実業の世界』などを調査した。とくに、まとまった量の論考を残している服部卓四郎の統師権独立認識と再軍備における組織構想について史料収集を行った。服部は戦後も軍人の発言権を保持するためとはいえ、戦前の軍の暴走を反省し、シビリアンコントロールを肯定的に理解していたことは間違いない。他方、これまでの研究も踏まえた上で、研究成果の公表も積極的に行った。平成22年7月17日に神戸大学法学部で開催された日本政治外交史研究会で「中国駐日公使館と日中戦争への道」を報告し、戦前の軍の統制の実態を駐日中国公使館員の視点から分析した。また平成22年10月30日に日本国際政治学会分科会で「日中戦争の拡大-速戦即決論と総力戦論」を口頭発表し、日中戦争の拡大と軍の統制の連関について考察した。これらの報告によって、参加していたアメリカ史研究者や戦後日本史研究者との活発な意見交換ができ、有益な示唆を得ることが出来た。
