项目摘要

本研究は、「冷戦終結が日本宇宙政策にどのような影響を与えたか」を明らかにするために、政治外交史を主としながらも、国際法、科学技術史、法情報学などの学際融合的アプローチによって、冷戦期、冷戦終結前後、冷戦後の日本宇宙政策を再検証するものである。本年度（令和4年度）は2年目として、全体研究打合せをオンラインで年3回（6月、9月、2月）開催するとともに、公開・連絡用のウェブサイトの更新を9月に行って、以下の内容に取り組んだ。まず、一次資料の収集・分析・整理として、日本については、外務省外交史料館等に開示請求を行って開示された資料の分析・整理をしながら、引き続き開示請求と収集を行った。米国については、新型コロナウイルス感染症による影響が改善しなかったため、これまでの収集資料の分析・整理とインターネット等による資料や文献の入手を行った。ロシアについては、ウクライナ情勢を考慮して、冷戦中のロシア語一次資料の日本語への翻訳作業に取り組んだ。次に、宇宙政策法文書データベース（リンクド・オープン・データ、LOD）の構築の第一段階の1つ目の作業として、文書検索・辞書検索・文脈検索・日英対訳表示が可能な「宇宙政策法文書データベースシステム」をウェブ上に構築した。2つ目の作業として、そのデータベースシステムのデータ整備と登録作業を行い、外交文書や法令などの約50文書を収納してIDとパスワードによる部分公開を行った。また、辞書検索のための宇宙に関する標準対訳辞書を作成するため、宇宙政策法文書における「形態素出現頻度表作成作業」を行った。このように構築した「宇宙政策法文書データベースシステム」を活用して、収納資料のより深い分析を行って新資料を探索しながら、論文作成や学会発表の準備を進めた。また、ロシア関連のウクライナと米国の宇宙政策や宇宙法に関する国際研究会をそれぞれオンラインで開催した。
