本研究の目的は、公平性と包摂性を備えた公教育にふさわしい保育カリキュラムの創造過程を明らかにし、そのカリキュラムを実現する保育実践「評価」の分析を行うことである。2021年5月に開催された第74回大会日本保育学会において、本研究メンバーで「子ども自らのアイデンティティ構築にむけて－公的保育カリキュラムの創造」（投稿番号：J000041）として、公教育にふさわしいカリキュラム構築に必要な子ども理解（アセスメント）についての議論を展開した。研究代表の塩崎から日本の保育実習における保育評価の歴史的経緯を、研究分担者の川田から、保育を評価する分析視覚について報告し、加藤、大宮、岡花、赤木、吉川がコメントした。シンポジウムの開催によって、保育料の無償化には、公的な目的で公費を使って行う公教育に「保育」を位置づける側面があるが、しかし、国民教育に値する保育カリキュラムとはどういうものか、保育の何をどのように「評価」すればその質は高まるかなど、教育的価値を含む保育内容の選択基準や、国や自治体が実施に責任をもちうる保育制度や行政システムについての開発はすすんでいない現状を再確認した。その後2023年2月にイタリアの保育現場への視察調査を行い、保育「評価」における多様性の承認が個人を過度に分断し、自己責任論を呼び込む温床にならないよう、異質な他者との「つながり」に意味を見出し、能力評価の対象として切り出された個人を「関係性」や「文脈」のなかに埋め戻す理論を構築していく必要があるのではないかといった課題意識を共有した。イタリアの社会民主主義的保育思想が、現在の保育にどのような影響を与えているのか。教育学や心理学など、諸学問的知見や経験をベースにしながら、計画だけに頼らない、不確実かつ可能性にひらかれた保育実践をめぐる考察を国際比較の視点を含め検討していく作業を今後も行っていく。
