「インド太平洋」という新しい地域概念構想の背景には、中国への牽制を意識したもので、インド太平洋を実際に構成する海域の検証による構成ではない。本研究では、ボトムアップ型の視点から「インド太平洋」という戦略概念を検証しつつ、その構想と実態に、その整合性の如何、現実とのギャップを踏まえつつ、いかなる「海の秩序」の構想が望ましいのか、アンダマン・マラッカ海峡を対象に、その周辺に位置するマレーシア、タイ、ミャンマー、インドネシア４カ国の関係と変容について現地調査と文献調査をつかって考察することを本研究では目的としている。初年度2021年度は、①問題意識の共有と先行研究のレヴュー、②予備調査がおもな研究計画であった。①については以下の大きな成果があがった。一年を通して、定例的な研究会を10回以上行った。その内容は、分担者間の問題意識の共有、一方で分担者でカバーできない専門分野、とくに若手研究者の研究報告や意見交換を通じて先行研究や最新研究について知識を得る機会となった。さらに、マレー半島の歴史的発展と社会の変容について厚い研究蓄積のある黒田景子氏（鹿児島大学）の長時間にわたる研究会の実施を通して、マラッカ海峡・アンダマン海をめぐる関係諸国の歴史的展開について多くを学ぶことができた。研究協力者の報告機会を得ることで、歴史、経済発展、国際関係など多岐にわかる考察すべき点と本研究の研究った構想について再検討を加えるよい機会となった。他方で、②の予備調査はコロナ災禍のために行うことができなかった。しかしながら、繰越期間をみとめられたことで、タイ、マレーシアでの研究調査（後者は現地研究者の協力）を実施することができた。
