今年度は11月と3月に現地調査を行い、ハノイ旧市街における都市計画規制を担保する建設管理プロセスの現状と課題を明らかにし、旧市街での景観保全の代替的なアプローチを検討した。建設管理プロセスを把握し、デザイン的に介入可能な部分を特定するため、建設許可発行手続きに関する行政文書の読込み、行政関係者計3名へのインタビュー・資料収集を行った。また、現行の規制内容の遵守状況についてハンブオム通りを対象に観察調査を行い、沿道店舗5件に簡易ヒアリングを行った。その結果、保全規制の上位計画が策定待ちの状態が長年続いており、規制が建設管理プロセスで担保されていないことがわかった。また、ハンブオム通りでは高さや色彩は比較的守られている一方、看板は設置店舗の約7割で違反していた。法的裏付けが不十分な中で望ましい景観形成へ誘導するには、建設許可申請プロセスで求められる専門部署との協議・同意の段階で担保することが妥当と思われrる。以上の内容を神奈川大学アジア研究センター紀要に調査報告として掲載した。また代替アプローチについてハノイ建設大学の研究協力者と議論し、住民参加型の景観管理の可能性を検討する方向性を見出した。以上の他、旧市街の景観・業種変化のスコア化と分析結果について論文を投稿したが不採択となった。改めて分析の方法を精査し、再投稿に向け準備中である。また、旧市街の植民地期の職業分布の推移を1929, 1933, 1938の3時点で明らかにし、植民地化の影響（新たな需要の登場、空間的関係の変化）を考察した。全体的な傾向として、旧市街はベトナム人向けの経済中心地として機能していた。植民地化の影響が見られた欧州人向け・軍関係の職業は主にフランス地区に近い通りに分布していた。新規建設道路の店舗数は少なかったが、その中では軍・欧州人の需要源に近い場所、昔からの商業中心に多かった。以上の内容を7月に国際学会でオンライン発表した。
