项目摘要

本研究では、シビックテックによるオープンデータ活用スキル獲得の過程を分析し、適切な支援のあり方を解明することを目的とする。シビックテックとは、市民がICT技術によって社会問題を解決するコミュニティの一種である。学術研究機関は、公開した研究データがシビックテックによって活用されることを期待している。しかし、研究データの活用には高度な技術知識が必要である。そこで本研究では、シビックテックなどオープンデータの利害関係者に対する質的調査を行い、市民のためのオープンデータ活用支援サービスの開発を試みる。令和元年度では、シビックテックに関する文献調査とフィールドワーク調査を中心に実施した。令和2年度から令和3年度は、新型コロナウィルスの感染拡大という社会課題に関するシビックテック活動のフィールドワーク調査を中心として行い、新型コロナウィルス感染症という社会事象に対応するべく研究計画の見直しを行った。その結果として、本研究におけるシビックテック活動を新型コロナウィルス感染症の社会的影響に関するものに焦点をあて、研究対象とするオープンデータをウェブアーカイブコレクションとすることで、新型コロナウィルス感染症以後の社会状況に対応した研究計画とした。令和4年度では、引き続き研究計画の見直しとして関連研究動向の文献調査を行いつつ、シビックテックの活動とウェブアーカイブの関係性について、ウェブアーカイブコレクションのデータ分析を行いながら調査を実施した。
