项目摘要

今年度は、引き続き予定していた海外出張を実施できなかったため、文献およびメディアを通じて入手可能な情報に基づく研究を行った。今年度の取り組みの新たな点は、「排外主義」について直接取り組むのではなく、逆に排外主義の問題を前提とした「穏健」なイスラームのあり方や、より多様性の共存や包摂を求める言説、あるいは実践に焦点を当てて研究を行ったところである。「穏健」について考える視点は二つあると考えられる。一つは"Moderate"「穏健」「中庸」といった言葉を使ってイスラームのあり方を考えるムスリムの言説に着目すること、もう一つはある地域や潮流に属するムスリムの言説や行動について「穏健である」と判断する、外からの視点に着目すること、の二つである。いわば内からの視点と外からの視点であるが、両者の間には相互作用が働いている。例えばマレーシアやインドネシアの政権が「穏健」であることを主張するとき、そこには「穏健」なムスリムを味方とみなして評価する外からの視点が意識されている。一方で、このような「穏健」な在り方に反対する人々が「排外主義」につながっているが、そうした排外主義的言説が支持を得るのは、単に「穏健」と立場を異にするということではなく、「穏健」であろうとする主張がイスラームを捻じ曲げて外からの「穏健」という認識、プラスの評価を得ようとしていると考えて批判するからである。今年度の研究では、このように「穏健」に焦点を当てることで、「排外」的な主張がなぜ力を持ちうるのかを分析してきた。具体的には、インドネシア、マレーシアのこれまでの政権におけるイスラームの位置づけの変遷を確認し、穏健イスラームに関する政府の取り組みに関する文書を中心に分析した。研究成果は、口頭発表および編著書の中の執筆項目として発表した。
