これまでに原子力発電所周辺に居住する母親の原子力災害時の防護措置のひとつである安定ヨウ素剤服用に関するリスク認知を明らかにした調査を実施している。その結果を受けて、緊急時対応を行う側の保健師の初動対応について調査を行う必要があるとし、今回、原子力発電所立地県の保健師を対象に原子力災害時の初動対応への準備状況及び影響要因について明らかにすることを目的にWebアンケート調査を実施した。保健所・市町村の58施設へ研究参加の依頼を行い、24施設より承諾を得た。研究対象者は352名であり、回答率は24.1%であった。原子力災害発生直後から十分に保健師活動ができると思うかの問いに関して、非常にそうお思う・そう思うと回答したものは０％であり、ややそう思うと回答したものはわずか7.1％であった。また、原子力災害発生時に自分の役割を理解しているものは36.5％であり半数以上が自分の役割を理解できていなかった。原子力災害時の保健師の初動で重要な役割である、住民の避難支援と安定ヨウ素剤服用に関する支援についての回答は、94.2％と、ほとんどの保健師が一般住民の避難支援が十分に行えないと回答、さらに91.6％が安定ヨウ素剤服用に関する相談対応に自信がないと回答した。今後、さらに詳しく解析し、保健師の原子力災害時の初動対応の準備状況および影響要因を明らかにした結果を対象者の所属する自治体や県と共有する予定である。また、学会発表や論文にて調査結果を公表する。
