本研究は、グローバルスクールリーダーとしての資質やTeacher Agency（教員の意図を持って建設的に周囲に働きかけながら教育活動を計画実行する能力）の形成に必要な大学院や現職研修での教育的介入方法を明らかにするもので、日本とフィンランドの国際共同、およびInterdisciplinary Approach（異分野連携）により進めていく。2020年度～2021年度は、以下の3点を実施した。（１）NITS教職員支援機構の採択プログラムとして、大阪府・大阪市・堺市の協力を得てグローバル教育講座を実施した（全8回）。（２）自治体と連携して、グローバルスクールリーダーの学びの場を創成した。CLILのカリキュラム開発と授業、国際共同研究を行い、大阪府水都中学校・高校からの教員招聘、フィンランド国、ユバスキュラ大学からの講師招聘を行った。（３）対話型研修のファシリテーターの資質、ICTの教育活用を学びのシラバスに組んだ。管理職や研修主任が参加してその後は、自校の校内研修に活かした。成果はNITS採択プログラムの報告にまとめた。2022年は、「教員の21世紀型スキル尺度」（47項目）の信頼性・妥当性を検証し、グローバル教員の資質・指針を示した。また、①Teacher Agencyの尺度（TAS）、②学校や職場のリーダーシップの尺度、③CLIL親密度の3報告から、質問紙アンケート「CLILと職場のチーム形成」を作成し、対象者600名へのデータ収集を実施中である。CLIL・STEAMのカリキュラムと職場への実践的応用には、教員のTeacher Agencyの高揚に拠る職場のチーム形成が不可欠であろうことから、教員養成の視点から分析を進めている。2023年度は、フィンランド国、ベトナム国への教育視察を行い、フィンランドからの講演招聘やCLIL教員研修を実施し、双方向の国際学術交流を行った。

This study aims to clarify the educational intervention methods necessary for the formation of the Teacher Agency (the ability to plan and implement educational activities in the context of teacher's willingness to sustain construction), Japan's international community, and the Interdisciplinary Approach. In 2020 ~2021, the following three points were implemented. (1) NITS Staff Support Organization's "Cooperation" Seminar (8 sessions) (2) Autonomous bodies and joint ventures, such as the creation of a school field. CLIL's curriculum development and teaching, international joint research, Osaka Prefecture Shuizhuang High School and University's teacher recruitment, Osaka University's lecturer recruitment (3) The qualifications for conversational training, the educational use of ICT, and the development of services are combined. Management position and training director participate in the after-school training activities of the school. The results of NITS's research and development report In 2022, the "Teacher's 21st Century Model"(47 items) will be evaluated for reliability and appropriateness, and the teacher's qualifications and indicators will be displayed. (1) Teacher Agency Standards (TAS),(2) School and Workplace Standards,(3) CLIL Intimacy Report, Question Paper "CLIL and Workplace Formation" was prepared, and 600 participants were selected for implementation. CLIL·STEAM's career development and workplace practice are the key to the development of a Teacher's career. In 2023, we will conduct education inspection, lecture recruitment, CLIL teacher training and bilateral international academic exchanges.
