本提案は、東京や関西圏のような大都市圏以外の大学発ベンチャーの地域における構造特性とイノベーション創成のメカニズムを包括的・体系的に明らかにすることを目的としている。また、１）地域の主要大学の得意とする技術分野、２）起業を担う人材コミュニティ、３）知的財産保護状況、４）リスクマネー環境、５）大学の技術移転組織や自治体の支援体制等の網羅的プロファイリングと分析、及び６）それらを内包するエコシステムの観察と分析を行うことにより、地方創生に資するローカル・イニシアティブ（その地域々々が主体性を持ち行動し、文部科学省を始めとする中央官庁の予算誘導や施策等、国から与えられるものではなく、自ら獲得すべきという考え方）を促進するための必要十分条件を明らかにする。具体的には、同様な経済規模、主要大学を持つ福岡市地域と札幌市地域を中心に、定量、定性比較研究として実施する。山形・鶴岡市地域や米オースティン地域の事例等の地域イノベーション事例も対象としながら、周辺環境との対応を分析することにより、経営要因（ヒト・モノ・カネ・情報等）との相互関係・充足性を評価する。
