项目摘要

脱農業化と森林転換の進展の実態をとらえ、さらに生態資源保全のシナリオを考える本調査計画を2020年４月から開始したが、コロナ感染症の拡大に直面し、研究代表者と分担者は主にzoomを利用して研究打ち合わせを進め、これまでに蓄積したデータの分析と論文執筆準備をすすめてきた。現地調査の目途が立たない中で、研究費繰越申請を行い渡航の機会を待っていたところ、2021年2月にミャンマーにおいて国軍が企図したクーデターが発生し、治安が悪化したため同国への渡航はさらに困難になり現在に至っている。私たちの研究グループでは2001年からミャンマー・バゴー山地のＳ村で焼畑調査を継続してきた。英領期にカレン領域に指定されたＳ村では、カレンの人々が焼畑を営み、自給自足に近い生活を送ってきた。2011年にテインセイン政権が発足して以降、ミャンマーでは民主化と経済自由化の進展が期待されてきた。Ｓ村では依然として焼畑陸稲栽培が日々の生活を支える一方で、道路がよくなり、海外出稼ぎも始まった。ミャンマー周縁の森は、細い糸でしかし直接にグローバルネットワークにつながりだした。これまで「焼畑」は、粗放な土地利用として改善・開発・転換の対象とされてきた。しかし新型コロナウイルス感染症を経験した世界で、森林と生物多様性の保全があらためて重要な課題として浮き上がってくると、焼畑システムと焼畑民の生活のありようは、「新生活様式」あるべきひとつの方向を示してくれると思う。ヒト・モノ・カネが行きかう濁流から抜け出すことのできないような相互依存に陥るのではなく、焼畑に軸足を置いて自給力を維持しつつ、グローバル／トランスナショナルな関係を主体的に結んでいける可能性があるのではないかと思い始めるようになった。その検討を現在すすめている。
