2021年度も新型コロナウィルス感染拡大のため、研究活動の中心をなすインドネシアとタイにおけるフィールドワークを実施することはできなかった。かわりに、一部の分担者は国内の津波被災地、紀伊半島沿岸、隠岐諸島、三陸沿岸、水俣・天草等で復興や地域レジリエンスに関する比較調査をおこなった。「歴史過程」班は、国立国会図書館等において蘭領東インドの津波被災に関する資料調査・分析を行った。「制度・政策」班も京都大学東南アジア研究所等の国内図書館においてインドネシアの自然災害対応に関係する政策や制度に関する資料調査を進めた。また、2021年3月には、東日本大震災後に宮城県気仙沼市で沿岸地域の復興に携わった方々を招き、東洋大学で『防潮堤から考える―東日本大震災11年後の人づくりとまちづくり』を開催した。他に同３月には、愛媛県尾道市から愛南市に至る沿岸域において防災インフラと海辺居住に関する観察調査をメンバー合同でおこない、それにあわせて研究会を実施した。研究会では、昨年度に続いて津波被災と防災に関する文献・史資料調査を継続すると同時に、インドネシア（ハサヌディン大学）・タイ（チュラロンコン大学）の研究協力者と連絡しながら、2022年度以降、スラウェシ島周辺とタイ南西岸での現地調査を準備することを確認した。2022年8月および3月には、上記のとおり持ち越された津波被災と復興、レジリエンスに関する調査をインドネシア・スラウェシ島のタカボネラテ、パル市、バンガイ島で、タイ南西岸プーケットでおこなった。タカボネラテは1991年に、パル市は2018年に、バンガイ島は2000年、タイ南西岸は2004年に、それぞれ津波災害を被っている。他に、国内では引き続き宮城県気仙沼地区において2011年の津波災害後の復興過程に関する調査をおこなった。
